In virtualization, "Overcommit" is assigning more virtual resources than physically available. For example, on a server with 10 physical cores, you can run 20 VMs with 2 vCPUs each (1:4 ratio). This relies on the assumption that not all VMs will run at 100% load simultaneously.
In the hosting industry, a 1:4 ratio (4 vCPUs per 1 physical core) is generally considered safe. For VDI, this can go up to 1:8, while for database servers, 1:1 or 1:2 is preferred.
Hypervisors like VMware ESXi or Proxmox need their own RAM to operate. This tool automatically reserves about ~5% of RAM for the hypervisor layer.
